Providing definition as URL

It should be possible to provide OAS definition as URL.

**Describe the solution you'd like**
Introduce new input: `definition-url`

**Additional context**
`definition-url` and `definition-file` will not be required, but one of them would need to be defined, otherwise the GA will error.
