fake focus on floating sticky windows in empty workspace

Please read the following before submitting:

• Please do NOT submit bug reports for questions. Ask questions on IRC at #sway on Libera Chat.
• Proprietary graphics drivers, including nvidia, are not supported. Please use the open source equivalents, such as nouveau, if you would like to use Sway.
• Please do NOT submit issues for information from the github wiki. The github wiki is community maintained and therefore may contain outdated information, scripts that don't work or obsolete workarounds.

Please fill out the following:

• Sway Version:

  • swaymsg -t get_version or sway -v
  • 1.11, but was always present

• Description:

  • create a couple of floating sticky windows
  • switch to an empty workspace
  • observe all floating windows are marked as focused, yet they are actually not since no keyboard inputs or shortcuts interact with them
  • the real focus is on the empty tiling workspace

This happens even if one of the sticky windows was focused before switching the workspace -> the window loses focus, although it is still in the exact same spot on the screen.

swaymsg -t get_tree reports that only the workspace is focused, no windows inside it
