Describe the feature

We can provide an cli command like using data in https://plugins.swc.rs/

We should first add some API endpoints to https://github.com/swc-project/website/tree/6a1ff20be6683f49036a3f143f80d95bb9e3cabe/apps/plugins so the CLI can consume it

swc upgrade --target next=15.0.0
