Remove "Specifications" from CG charter #23

I don't think we have any specifications we're definitely going to work on, so I suggest we remove this section and leave only the "Reports".

Another option is that we could list out our current task forces and their expected outputs. I think that means:

E2EE
Discovery
Forums
Geosocial
Groups
Data portability
Trust and safety
Extensions
Testing

That might be more realistic than just taking out any reference to specifications.
