[SR-16050] DocC should display plain C APIs as "C" rather than "Objective-C" #169

Issue Description:

When generating documentation for a plain C project, DocC will currently display the C APIs under the "Objective-C" language. Since these APIs can be called from plain C code, we should display them as "C".
