[Feature Request] Add Notes to VPS tables

Is your feature request related to a problem? Please describe.

It would be nice to add notes (like you can for tables) to tables that you do not have in the VPS Tables tab. A few examples:

• Gottlieb has a number of tables that are identical except for number of players or add-a-ball vs extra games. When I have one I usually don't want/need the other three -- it would be nice to add a note indicating my thoughts
• if there is a table I don't like / doesn't work well, right now I keep it but disable it -- this let's me know I have it so I don't download it again, but if I could delete it and add a note that would be ideal
• I typically just download anything that looks interesting, but I could add a //TODO note for things I want to check out in the future

If this were added then the same type of notes filtering from All Tables would be useful.

Maybe, but I didn't see the feature and I am on 3.12.2 (where it should be fixed). Seeing the notes from the table is probably useful, but I want to put a note on a VPS entry (table level) that I don't have downloaded.
