Build docker images

Some tools deplay the modified hetzner cloud controller manager through the deploy files in the directory with the same name: there the images are not update and have an old link.
According to @kranurag7 the docker registry has moved to github http://ghcr.io/ and the current images are available there (not quay.io as before)
