It seems that reports generated with this tool show a 100% coverage in conditionals. I'm guessing this is a known issue? However, I don't see it mentioned in the README.md.

In the repo header, it says "NOW WORKING BUT NOT ACCURATE". Is this the part that is not accurate? I've not noticed any other inaccuracies so far.

Sorry, I forget what that means...
If you want to calculate coverage simply, You can use https://github.com/axw/gocov and https://github.com/AlekSi/gocov-xml to generate covertua xml data.

Unfortunately, I found gocov-xml too sensitive to printout problems from the tested code (for example a missing newline in the end causes the parsing to fail).

Are you saying the report generation logic in gcov-xml is different, and better than the one in gocover-cobertura?
