FR: Do not allow to generate workflow file with missing required properties

Some entries of the workflow require to some properties to be defined.

For example on the root level on and jobs should be defined, but gh-workflow allows to create such workflow:

• on can be set to ubuntu-latest
• jobs can be set to build and test (which is what we have right now)
