Not blurring multiple windows

so i am not sure if this is intendted behaviors, but when i have two windows opened, for example zen borwser, only the focused one is blurred not any other, is it possbile to change this behavior?

Post your list of window classes in the config.

Run qdbus org.kde.KWin /KWin org.kde.KWin.queryWindowInfo on the focused window, then run it again on the unfocused window (if possible) and post the outputs here.
