[TASK] Deployer: View running, pending, and stopped instances

Description

For V1 of the Tangle Cloud Console, the landing dashboard will allow deployers to view and manage their active running instances. This feature provides a centralized interface for deployers to monitor, control, and optimize the services they have deployed from available Blueprints.

• View pending instances
• View running instances
• View archived/history instances

The design of the Tangle Cloud homepage should be updated to incorporate blueprint management for various purposes:

• Deployers who request Operators to manage service instances
• Deployers who publish blueprints to Tangle Cloud
