Referer Header not being passed causing HTTP 401 error

0.21.1 (latest)

ENVIRONMENT: Windows/Latest Chrome

TO REPRODUCE THE ISSUE, FOLLOW THESE STEPS:
We are using HERE maps with tangram tiles and when we whitelist certain domains on HERE portal, we are getting 401 error and that's because the referer header is not passed/populated to HERE and the requested is rejected. The sample on their site for tangram behaves the same way, which seems like there is something not correct with how the requests are made.

Issue still happenning in v0.22.0

Steps to Reproduce:
Configure a Tangram layer with a vector tile source (HERE Maps).
Set referrerPolicy: true in the layer constructor.
Observe the network requests in the browser's developer tools.
Expected Behavior:
The Referer header should be included in all vector tile requests.
Actual Behavior:
The Referer header is not being sent with the vector tile requests.

Tangram Version: v0.22.0
Browser: Tested in Chrome 134.0.6998.89 (Build oficial) (64 bits)
