is there a way to add on_download listener on main window?

Docs gives an example of creating a new window and setting it there. But for me i just want to have single window with on_download listner

No, you'll have to remove or disable the window in tauri.conf.json for this.

yes. if you just "disable" it via create: false you can use https://docs.rs/tauri/latest/tauri/webview/struct.WebviewWindowBuilder.html#method.from_config if you want to keep the window config in tauri.conf.json
