the hoymiles code uses a single command queue for all inverters?
if in idle, it takes the oldest command from the queue and send it to the corresponding inverter?
I have no idea, how fast the command queue is processed in real life. But "polluting" the command queue with too many power limiter requests might result in a delay. In worst case, the inverter would not be able to catch up.
Does it make sense to apply only the last limit request for a given inverter?

I just had a quick check of your hoymiles code.
Is my understanding correct?
