This has been implemented in JavaScriptCore:

I'm assuming it doesn't quite count as an implementation, but just FYI we've implemented this in LibJS and did not find any bugs in the spec:

What is the status of this? It says "In Progress (Accepted)". AFAICT, https://github.com/tc39/proposal-arraybuffer-base64?tab=readme-ov-file is waiting only on this to get stage 4. Is that correct?

I do see the "at least two implementations", which you've already done. So maybe you're not waiting on v8?

Oh, it should be ready for stage 4, yeah. I was hoping to wait for Chrome to ship but I guess there's no real need.

Per their followup to your comment it will hit stable in Chrome on Sept 2.
