ERROR: new encoding (UTF8) is incompatible with the encoding of the template database (SQL_ASCII)

Clean Ubuntu 22.04 instance. Ran though the standard process, got to the question about setting up the DB. enter all the way though, and then yes for "create db". then i get the following error:

PG::InvalidParameterValue: ERROR: new encoding (UTF8) is incompatible with the encoding of the template database (SQL_ASCII)
HINT: Use the same encoding as in the template database, or use template0 as template.

Thanks for finding that. To confirm, you carried out the steps:

UPDATE pg_database SET datistemplate = FALSE WHERE datname = 'template1';
DROP DATABASE template1;
CREATE DATABASE template1 WITH TEMPLATE = template0 ENCODING = 'UNICODE';
UPDATE pg_database SET datistemplate = TRUE WHERE datname = 'template1';
\c template1
VACUUM FREEZE;

On that system, could you tell me what shows up when you run locale?

i actually deleted the machine cause i was having issues with it building the public files (kept getting 500 errors). going to try build it again later... the other box was an LCX container, and a simular box has the following result when running locale:
