[Bug][TreeList] Filter row is not fixed when scrolling

The Filter row is no more fixed when scrolling. The issue is introduced in version 9.0.0

1. Go to https://stackblitz.com/edit/react-s9de5i4r-6s3wgpkb?file=package.json
2. Scroll the TreeList

Result: Observe the Filter row is also scrolled
