[Bug]: Other Accesibility Services Gets Killed After Granting WRITE_SECURE_SETTINGS Permission, And Opening App.

Problem description

As Title Says, All Other Accesibility-Based Apps Gets Killed As Soon As App Is Opened. This Behaviour Occured Right After Granting WRITE_SECURE_SETTINGS Permission.

Also, This Bug Dissapears After Revoking The Same Permission.

This Does Not Happen With Opening Other Apps Which Have Granted This Permission.

Should I Get Debug Logs?

What steps will reproduce the bug?

1. Grant WRITE_SECURE_SETTINGS Permission.
2. Open App.
3. See Other Accesibility Apps Get Killed.

What is the expected behavior?

No Issues With Other Apps.

@twaik don't override value of other accessibility services. Append after a : if already set, otherwise override.

This bug made my Zerotier VPN go inactive whenever Termux X11 was the foreground app. After hours of troubleshooting I finally found this issue. Revoking write secure settings is a great workaround for now.
