DA: make disable_public_endpoint more visible #731

Most user would want to configure public access otherwise they'll be stuck from get-go without vpn, etc. disable_public_endpoint is currently buried in the optional settings of the DA . Also add a warning in the description of the field to clearly indicate to the user to flip it to false if they want to be able to access to cluster.
