Maybe we add a tooltip.near, and when that's present, the tooltip will always show, popping out of whichever position the near is set to. e.g. top-center makes the tooltip pop up from the top center

it would be good to have tooltip.near: center-center as well.

do you mean tooltip.near for those? if so, i'm not sure what the difference is between outside and not outside for tooltips, or how a center-center would look.
