fix: drop npm@v7 requirement, resolve #31

\### Rationale
Causes issues when engines are checked on production installation when
this is not actually for that. It was intended to set the dev env
to be npm v7 only so that package-lock version control was always
lockfile: v2. Will have to verify another way.
