Proposal

Hello,
I added a small solace pubsub+ module for my own use, it currently doesn't have all the advance features but enough for creating queue, subscribing topics as well as making the solace specific configurations when spinning up the container.

Raised a quick PR, let me know if everything is crafted as expected in the PR.
