consider "latestVersion" quorum #15
Description
I think we should change our script to not bump "latestVersion" until all of osx, linux and windows are present. This will avoid creating inconsistencies in tests such as tetratelabs/func-e#310
This would not apply to debug releases, or have a different version quorum (as only linux has debug at the moment)
