Add contrib lib/section for things like artifacts posting / docker push / MR status updates to jci itself

• Something like jci.contrib can contain code from other repos so that we can make some of these common tasks pip installable
• For example
  • Store artifacts in S3
  • Docker push image
  • Merge PR on pipeline pass
  • Auto-update from main branch in case out of date
