Update scvi-tools dependency to the latest version

The current version of scvi that DRVI depends on is incompatible with the latest version of anndata.
Accordingly, we take this plan:

• set upper limit on anndata version (hotfix)
• Update scvi version to the latest (planned. this requires testing to ensure DRVI is unaffected)

updating scvi-tools would indeed be useful since the version you pinned is before the scANVI fix:
