Use Framer Motion

This includes:

• Add Framer Motion to dependencies
• Add paralax to SectionMission
• Add animation for background and gray-star-black.svg in SectionInfo
• Add animation for scrolling in SectionPrograms
• Add paralax to SectionHistory
• Add animation for arrow in SectionDonation
• Add animation for elements that appear on page open
