Is `make_tbl()` useful, or can we deprecate?

It's in there with tbl() and is.tbl() which we probably can't get rid of. But we did deprecate as.tbl() and it feels like this could go too.

This appears to be an equivalent of new_tbl() that dplyr provides alongside is.tbl()

It is used by dbplyr, i.e. dbplyr::tbl_sql(), so not really easy to remove.

As long as dplyr itself provides the tbl() generic, we probably can't get rid of ways to make and detect tbls.
