Proposal

@HuSharp and @bufferflies has continuously contributed to tikv/tikv on different components. The main contributions are listed in the following:

• Pull requests authored by HuSharp

• Pull requests reviewed by HuSharp

• Pull requests authored by bufferflies

• Pull requests reviewed by bufferflies

I (bufferflies) hereby nominate HuSharp and bufferflies as TiKV Committers and call for a vote.
