DateTime tooltip is off by a month

Looks like it's a timezone issue when going from timestamp to MMM YYYY (its displaying sept 30 2015, 7pm).

EDIT: Now that I've added a vertical line to the tooltip, I also notice it's slightly misaligned to the axis.
