Is this crate/repo dead?

It's been almost a year since the last release, and over half a year since any activity, of any kind, whatsoever, by the owner/author (@tkaitchuck) - with new issues and PRs still coming in from time to time, and the entire ecosystem slowly moving on from the current set of dependencies (e.g. #246 and #251).
Should this crate be declared abandoned, and perhaps forked, or maintainership transferred to someone more present?
