GPS L1C decoding

Hi, I tried to test GPS L1C using SignalSim but the subframe 2 & subframe 3 decoding always fails.
I also tried to generate an encoded output with code from SignalSim and official code from Matlab using deterministic stream of bits and it also fails.
I wanted to test the signal with sky signal but there are no operating L1C satellites.

QZSS L1C is already active and highly compatible with GPS L1C.
Pocket SDR now can successfully track the QZSS L1C and decode its CNAV2 messages without error.
Is there any difference between them ?
