Device settings: Able to add same device specifications, no warning message shown.

Description:
Able to add the same device specifications in device settings and no warning message is displayed.

Steps:

1. Go to 'https://www.topcoder.com/settings/tools'
2. Add a device with all 4 specifications.
3. Add the same device with 3 specifications.
4. Edit the 3 specification added to same 4 specification added first and save.

Expected behavior:
A warning message should be shown and user shouldn't be able to add the same specification.
