Topgear: new Members unable to access Challenges

Occurring since Jan 12:

-- If a new member accesses a Topgear challenge directly - it hangs on Auth0 itself.
-- When supports manually adds Standard Terms for them in Admin, login goes through.
-- But for old members - even without Standard terms signup, access works fine!

Could this be an impact of the Onboarding fixes last week?

@rakibansary There was issue “login_count” value logic on “User_Private_Policy“ rule at AUTH0. I increased the login_count value to 10 from 3. Now it's added "terms" for new Topgear Signup.

The root cause is not known yet - we are continuing to get escalations - reindexing for each user seems to solve the Access problem. It doesn’t seem to be a Terms setting issue as inferred earlier. Continuing to investigate ...

@SathyaJayabal @rakibansary - we are continuing to get escalations on this - today - a User who signed up in Dec '21 and had Terms set also got stuck ... @sachin-maheshwari has validated that the User got past Auth0 stage ... and potentially is failing the Onboarding checklist for some reason ... need your insights regarding this pls ...
