Reconcile "Leave" and "Exit" Rules, Permissions, and Behaviors

This topic started when @ansells began looking to clean up kick/ban functions.

Questions:

1. What is an "exit" from a session
2. What is a "quit" from a session
3. Who can fully "end a circle"
4. How can we simplify the end-of-session experience and separate it from "quitting" a circle
5. What level of clean-up is needed when a session ends
6. What should happen when a person in a session drops and comes back (and how does this impact the order)
7. What is the difference between leaving a circle before it ends, dropping due to a connection problem, being kicked from a session, or stating that you no longer want to be in this circle again
