Integrate Rosenpass optionally #14583
Description
I learned of Rosenpass and its About page has me convinced of some value to some people:
Rosenpass is an important precaution against what is about to come: A safeguard, a computer programme installed and run in parallel to WireGuard, making it immune against Quantum Computer attacks. Rosenpass doesn’t change the way WireGuard works (in fact, WireGuard encryption continue to work as it used to without Rosenguard), but adds encryption that cannot be broken by the Quantum Computers that are about to enter our online reality.

Tick a box during Algo setup, and now Rosenpass is enabled.

Additional context
Rosenpass is still very new but appears to have been under active development funded by NLNet for quite some time. Integrating this once the client software has propagated further into the ecosystem would be a cool enhancement.
