Replace vendored `packaging` with PyPI package once a version with `pylock` support is released

Currently using a vendored `packaging` package corresponding to a PR that adds support for `pylock`: https://github.com/pypa/packaging/pull/900

Remove the vendored package and use a released version once the `pylock` support is merged and included in a new version.
