If ElastiService is deleted when pod is scaled down, it should be scaled up.

Bug Description

When we delete the ElastiService, and if POD is scaled down, Elasti is not scaling it up.

Steps to Reproduce

1. Elasti is already installed, and a ElastiService CRD exists for a service.
2. Bring service to proxy mode, with target pod scaled down to 0.
3. Delete ElastiService.
4. You will see that POD remains scaled down.
