Add support for Oxlint to Trunk Metalinter

Oxlint is a linter created by VoidZero, the team that creates and manages Vite/Vitest.

It is meant to be a cleaned-up Rust-based successor/complement to ESLint. It is likely going to be a common replacement for ESLint going forward for many new projects and is a perfect fit for Trunk.
