Compete HVAC equipment measure (only) when part of competed envelope package given user option #506
Description
When the user specifies the option include HVAC for the YAML field pkg_env_costs an HVAC measure that is part of an envelope package should be added (sans the rest of the package) to the full competition, such that you get the HVAC equipment-only measure competing with the HVAC + envelope package measure. However, in this part of the prep code, this is not happening, and the HVAC-only measure is being excluded even when that user option is there.
