Description

The .circleci directory contains a single file with no logic inside it. We should remove this file to keep the codebase tidy and minimize the number of files new developers need to familiarize themselves with when joining the project.

Solution

Delete the .circleci directory and its reference in .gitattributes.

The changes need to be implemented in both the master and develop branches.
