The VSCT localization support used by my private extension builds should be provided as an open source project and distributed via NuGet. This project simplifies the maintenance of a VSCT file which supports multiple languages by moving all of the localized resources to RESX files instead of embedding them inside multiple copies of the same core VSCT.
