Is there a way to get ~ expanded in symlink_xxxfiles?
Or do I always need to create a template with {{ .chezmoi.homeDir }}?

No, you have to create a template with {{ .chezmoi.homeDir }}. Alternatively, use a relative symlink instead of an absolute one.
