What happened?

I found several small things in the UI that are not behaving as expected:

• On the project detail page, the badge in the notification section counts both public and private notifications regardless of if the user can see them or not. I expect that for a project with only private notifications, non-admin users should see 0 in the badge and "There are no messages from system administrators." in the Notifications section.

• On the change request approval page (not the form), there's extra whitespace between the approve and deny buttons:

• On the allocation detail page, non-admins are able to see the allocation change request edit button:

• On the allocation detail page, I would expect/like for there to be a "request change" button available to managers in the allocation change requests section to keep it consistent with the other sections.
