Replacing RecordEXPRESS w/ EAD (and retaining the ARK)

We received a report from Center for Study of Political Graphics that their RecordEXPRESS version of a finding aid was published, not the full EAD view:

This is a case where we had duplicates in prime2002, and the EAD should have superceded RecordEXPRESS. Let's document the process for swapping them. We can then use that process to resolve any remaining potential duplicates:
