Add simple tracing instrumentation to the ufs-weather-model and the top-level nuopc drivers of subcomponents. Initially to the components used by GFS/GDAS v17 and GEFS v13. The generated trace files can be visualized using the chrome-tracing tool or, for example, the Perfetto UI online tool (https://ui.perfetto.dev/)
