Description

Recently UPP updates the control file for GCAFS aerosol products. The fv3/upp hash in ufs-weather-model should be updated. Global workflow will need this PR in order to be able to process aerosol grib2 products.

Solution

1. The UPP submodule in fv3atm should be updated to the latest hash NOAA-EMC/UPP@7bfc0ee
2. The fv3atm submodule should be updated following 1.
