Add aquaplanet idealized configuration to UFS HSD framework

Description

There is interest in adding an aquaplanet idealized configuration to tests-dev as part of a continued effort to expand the UFS HSD framework, both to provide community users with simplified configurations to test science/code innovations and to support NOAA R&D.

Solution

EPIC will work with PSL to bring in the necessary SST/constant equinox radiative profiles, IC's w/ land points removed, and namelist/configuration files to enable this capability.
