Allow HFREEZE in MOM_input to be a settable parameter #2919

Description
Currently all MOM input templates have a hard-coded value for HFREEZE of 20m. This should be a settable parameter, to enable easier testing of different values.
Solution
Add a new variable HFREEZE to default_vars.sh and set it to the existing value of 20m. No existing baseline will be changed unless the test itself sets a different value.
