A recent paper, Design of superconducting tokamak magnet systems and applications to HTS, describes a self-consistent procedure to design the superconducting Toroidal Field (TF) and Central Solenoid (CS) magnet systems starting from the basic plasma dimensioning parameters.

It would be worth having a close look to see what we can learn from the detailed procedure they describe.
