Implementation of VIPER REBCO design

Original issue (#1185)

Add a VIPER vs CICC cable design switch and code the VIPER design with it. This must be consistently with the CROCO design implemented that should be debbuged on the way.

Papercut review

To implement the VIPER cable design (below) would need someone to review the initial paper and implement the cable layout, check the critical surface parameterisation and adapt the Young's modulus calculation.
